Management Sciences for Health (MSH) is a global health nonprofit that has worked in more than 150 countries and makes foundational changes to health systems to protect people from diseases and improve their health. We work shoulder to shoulder with local partners, from the national government to the local community, to strengthen and complement existing health systems. MSH seeks a Chief of Party (COP) to provide strategic leadership, management, and direction for an anticipated five-year, up to $25 million, USAID-funded health systems strengthening and quality improvement project in Ghana, the Quality Integrated Health Systems Activity.
This position is subject to project award and funding.

OVERALL RESPONSIBILITIES
The COP leads and manages the project and is accountable for project deliverables and results, with full accountability and necessary authority for the development, implementation and monitoring of the project, including (1) vision and strategy; (2) project management and financial oversight; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other health sector activities. S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the client, including but not limited to timely producing high quality deliverables and documentation of project’s successes and lessons learned for local and international audiences. The COP has the leadership qualities, depth and breadth of technical expertise and experience, professional reputation, supervisory and program management experience, interpersonal skills and professional relationships that demonstrate his/her ability to ensure that that the project fulfills its goals and objectives.

SPECIFIC RESPONSIBILITIES
Project Results:
Oversee implementation of program activities and provides quality strategic leadership, managerial oversight, and administration of the project.
Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.
Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.

Technical Strategy and Vision:
Oversee development (update and adapt as needed) and execute the project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans as per contract/agreement requirements and MSH technical frameworks and standards.
Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.

Project and People Management:
Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and SOPs.
Ensure project staffing, structure and reporting relationships are aligned with project needs, MSH policies, local law and available resources.
Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

Client and other Stakeholder Relationships:
Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
Identify and keep track of new opportunities, communicating them to the relevant internal MSH stakeholders.

Master’s degree or higher in a relevant discipline is required.
Minimum 15 years of demonstrated experience in Africa managing progressively complex health programs, with demonstrated skill in organizing resources and establishing priorities. Ghana experience preferred.
The candidate must have substantial professional experience working on health systems strengthening projects and a proven track record of working effectively with government counterparts at various levels of the health system.
Substantial experience working in partnership with U.S. Government agencies, other international donors, or multilateral agencies; USAID project experience is preferred.
Demonstrated senior-level leadership (e.g., Chief of Party, Project Director, Deputy Director) to programs of similar magnitude and complexity is preferred.
Fluency in English oral and written communication.
