Job Description
1) Execute Project Implementation
The Project Officer will be responsible for implementing the activities of the impact programming projects in Ghana according to the organizational approaches, the highest quality standards and to the satisfaction of all stakeholders, including farmers, donors, partner radio stations, agricultural extension services and project partners. More specifically, the tasks includes:
Project planning
Contribute to the development and revision of Project Implementation Plans (PIP) of projects and the launch of their activities,
Develop, review and execute monthly, quarterly and annual work plans for project activities in accordance with approval procedures established by FRI, including project launch, implementation, monitoring, adaptation, evaluation and preparation of reports,
Support the development of project spending plans and the monitoring of its execution in accordance with the planning established at the start of the period
Project implementation
Ensure all activities run according to the work plans and spending plans: Coordinate directly with in-country project partners, Convene regular project team meetings, Report to regular internal project review meetings
Ensure compliance with FRI policies and procedures, including risk assessment, expense variance, documentation, archiving, etc.
Develop various basic documents for the implementation of project activities, including terms of reference and activity implementation reports,
Contribute and support the development and implementation of radio program plans as well as audience feedback plans, including the organization (logistical aspects) of workshops to design radio programs, in-station trainings
Support the activities of collecting, processing and archiving data and products resulting from the execution of project activities, including radio broadcasts and feedbacks, success stories and testimonials, lessons learned, reports , evaluations, etc.
Write specific activity reports as well as periodic reports (monthly, quarterly and annual) for the project, ensuring that requirements are taken into account and deadlines are met
Mobilize, with support from the radio craft team, the contribution of the project's knowledge partners in the production and broadcasting of quality programs
Ensure the achievement of results in relation to gender equality and produce the necessary progress reports
Promote the participation of women / girls in project activities, especially in decision-making, throughout the project cycle
Work with women's organizations to promote women's rights
Lead implementation of planned activities
- Formative research (or recruit and supervise consultants)
- Key stakeholder group contact, training
- Coordinate baseline, midline, end line surveys
- Oversee Program production and delivery

2) Program Development (DP)
Under the supervision of the Country Representative as well as the Senior Program Development Manager, the person will contribute to the effective implementation of program development processes in Ghana to the highest standards and to the satisfaction of FRI. More specifically, the tasks include:
Identify funding opportunities for new projects or programs as well as new strategic partners in the country
Support the development of concept notes or new proposals for submission to development partners and donors
Strengthen and maintain good partnership and collaborative relationships between the organization and partners (current or future) through, among other things, successful implementation of project activities, participation in strategic meetings and meetings, production of documents visibility of the project, including its results
3) Monitoring and Evaluation
Design, with the support of the Knowledge Management team, logic models and performance measurement frameworks and monitoring and evaluation plans
Contribute to the design of survey tools and other evaluation instruments
Work with country teams to prepare for implementation of surveys – proposing sampling methods and sizes, preparation of questions, testing of surveys in relevant software, pilot-testing questions
Train enumerators, monitor inflow of data, troubleshoot data collection as needed, suggest course corrections
Analyze data generated by surveys, interviews, qualitative assessments, listeners' responses to on-air / online surveys
Write baseline study, mid-term evaluation and final evaluation reports
Write project briefs highlighting project results, learnings and implications in terms of best practices
Organize or contribute to the experience of capitalization processes with partners and project stakeholders
Ensure the integration of gender equality monitoring and evaluation tools
4) Other
- Assist MLE activities in other English-Speaking West African Countries
- Support Green Leaf and Radio Network related activities

Qualifications and Competencies
Degree in Project Management, Social Science, Communication, Agriculture, Statistics and having masters degree is an advantage
Five years or more of experience in project management and reporting, preferably communication for development Projects
Minimum of three years’ experience in designing and implementing the monitoring and evaluation component in communication and development projects
Experience with the development and implementation of outcome evaluations.
Strong technical skills in social science research including qualitative & quantitative research methods, and knowledge of internationally acceptable research protocols
Very good knowledge of gender issues, empowerment of women and girls, preferably in the agriculture and food security sector
Strong capacity for facilitating participatory, multi-stakeholder initiatives
Excellent communication, writing and presentation skills
Willingness to travel
Very good written and oral communication skills in English skills and understanding of other national languages as well as French would be an asset
Skills in the use of electronic communication tools, in particular the window package (word, excel, powerpoint, messaging, skype)
Significant knowledge of the principles of gender equality and women's rights and experience in integrating these principles into the project cycle
Knowledge and experience in project development and implementation, including project cycle management and results-based management
Knowledge of broadcasting and ICT
Knowledge of agriculture and health practices in sub-Saharan Africa
Knowledge of the requirements of national or international development partners and donors and strategic or implementing partners in West Africa
Experience working with international NGOs
Knowledge of the Feminist International Aid Policy of Canadia
