Overview and background
The Boosting Green Employment and Enterprise Opportunities in Ghana (GrEEn) project is a four-year project implemented in the Ashanti and Western regions of Ghana.
With the overall objective of contributing to addressing the root causes of irregular migration by supporting sustainable and climate resilient local economies through the creation of green jobs and promoting green enterprise development in regions of departure, transit and return for migrants, GrEEn is targeted at women, youth, returnees and Micro, Small and Medium-sized Enterprises (MSMEs).
Primarily funded by the European Union through its Emergency Trust Fund (EUTF) for Africa, GrEEn is being implemented by SNV Netherlands Development Organisation and the United Nations Capital Development Fund (UNCDF).
GrEEn focuses on three specific objectives:

To support the transition of local economies to green and climate resilient development.
To improve the employability and entrepreneurship capabilities of selected people by matching them with market opportunities and mentoring into (self-)employment and enterprise development, with a focus on green and climate resilient local economies.
To create and strengthen local ecosystems that support youth (self-)employment and the growth of Micro, Small and Medium-sized Enterprises (MSMEs).

GrEEn Enterprise Challenge
GrEEn will organise an annual enterprise challenge to support green SMEs in Agriculture, Renewable Energy and Water Sanitation and Hygiene (WASH).
The first GrEEn Enterprise Challenge will be launched in June 2021 and final selected applicants will be announced in September/October 2021. The GrEEn Enterprise Challenge will primarily target green SMEs in the Ashanti and Western Regions.
The GrEEn Enterprise Challenge will be used to achieve the following:

Promote the green and circular economy in Ghana
Reduce youth unemployment
Improve the business skills of entrepreneurs
Increase the participation of women in economic activities
Give visibility to the European Union as a principal donor and to SNV as the implementer.

Purpose of the assignment
The GrEEn project is in need of the services of a communications or publicity manager or firm to publicise the call, selection activities as well as the announcement of the finalists.
The successful publicity firm or manager will bear the responsibility of coordinating all communication activities of the GrEEn Enterprise Challenge in close coordination with the GrEEn team's Marketing and Communications Advisor.

Scope of work
The successful consultant will design and manage all communication and visibility activities of the challenge before during and after the launch. Working closely with GrEEn project team, the consultant/firm will review the concept note and make recommendations for a media and visibility plan and how it will be rolled out.
The successful firm/consultant shall undertake the following tasks: a. Participate in kick-off meeting with GrEEn team

Review of the challenge fund concept note
Review GrEEn's communications guidelines
Develop a media plan with clear activities and timelines
Support in developing key messages and stories on/around the challenge
Design and produce communications materials
Identifying and liaise with potential partners where necessary
Work with relevant media networks in the two regions to promote visibility of the event such as LPMs, announcements, jingles, publication of press releases, coverage of the events of the media, etc.
Publicise the challenge and application process to a wide and relevant audience, especially in the Ashanti and Western regions.
Publicise ongoing events and activities during the challenge period, from June to October 2021
Publicise the announcement of the finalists
News and press coverage tracking and reporting
Write a report detailing the roll out of the media plan, the effectiveness of the various channels used and make recommendations for future activities.

The assignment will begin from 17th May 2021 and end by 29th October 2020.

Deliverables
The following deliverables are expected from the service provider: Recommendations for media channels and strategies
Design and production of communications materials for visibility activities including print ads, banners etc, LPMs, jingles, radio announcements, media appearances and live studio discussions as specified by the media strategy
A detailed media plan for visibility before, during and after the challenge.
Coordination of media roll out and visibility activities
Final report with recommendations for similar events to be organised by the GrEEn team
Qualifications
Required experience and qualifications
The communications or publicity manager or firm must have

A proven experience of designing, planning and coordinating media activities using both traditional and digital channels.
A minimum of 3 years' experience in planning and coordinating media activities
A previous experience with publicising enterprise challenges, hackathons and/or business plan competitions is an advantage
A team of experts with different expertise in media and communications
