Job Description

2. Purpose of the assignment

The GrEEn project is in need of the services of a communications or publicity manager or firm to publicise the call, selection activities as well as the announcement of the finalists.

The successful publicity firm or manager will bear the responsibility of coordinating all communication activities of the GrEEn Enterprise Challenge in close coordination with the GrEEn team’s Marketing and Communications Advisor.

3. Scope of work

The successful consultant will design and manage all communication and visibility activities of the challenge before during and after the launch. Working closely with GrEEn project team, the consultant/firm will review the concept note and make recommendations for a media and visibility plan and how it will be rolled out.

The successful firm/consultant shall undertake the following tasks:

a. Participate in kick-off meeting with GrEEn team

b. Review of the challenge fund concept note

c. Review GrEEn’s communications guidelines

d. Develop a media plan with clear activities and timelines

e. Support in developing key messages and stories on/around the challenge

f. Design and produce communications materials

g. Identifying and liaise with potential partners where necessary

h. Work with relevant media networks in the two regions to promote visibility of the event such as LPMs, announcements, jingles, publication of press releases, coverage of the events of the media, etc.

i. Publicise the challenge and application process to a wide and relevant audience, especially in the Ashanti and Western regions.

j. Publicise ongoing events and activities during the challenge period, from June to October 2021

k. Publicise the announcement of the finalists

l. News and press coverage tracking and reporting

m. Write a report detailing the roll out of the media plan, the effectiveness of the various channels used and make recommendations for future activities.

n. Hold project closeout meeting with GrEEn team.

4. Timeline

The assignment will begin from 17th May 2021 and end by 29th October 2021.

5. Deliverables

The following deliverables are expected from the service provider:

Recommendations for media channels and strategies

Design and production of communications materials for visibility activities including print ads, banners etc, LPMs, jingles, radio announcements, media appearances and live studio discussions as specified by the media strategy

A detailed media plan for visibility before, during and after the challenge.

Coordination of media roll out and visibility activities

Final report with recommendations for similar events to be organised by the GrEEn team.

Qualifications

Required experience and qualifications

The communications or publicity manager or firm must have

A proven experience of designing, planning and coordinating media activities using both traditional and digital channels. A minimum of 3 years’ experience in planning and coordinating media activities A previous experience with publicising enterprise challenges, hackathons and/or business plan competitions is an advantage A team of experts with different expertise in media and communications

Proposals must be submitted via email to ********** by 23:59 GMT on 18th April, 2021. Please include “GrEEn Enterprise Challenge” in the subject line.

All enquiries regarding this ToR must be submitted to ********** before 15th April, 2021.

Applicants should submit separate technical and financial proposals, in Word, Excel or pdf.

The technical proposal must include:

1. An outline of a strategy/plan for how the assignment will be approached. This should include details on:

how the listed goals will be accomplished suggestions for communications materials to be produced suggestions for innovative marketing and communication techniques to be used

2. Any comments or suggestions on the Terms of Reference

3. Description of the firm/ team’s experience in developing media strategies, planning and coordinating media activities, including links to websites, events and/or publications the firm/team was responsible for in the past

4. If relevant, a tentative list of proposed vendors/media outlets to be used for the assignment at both the national and regional level.

5. CVs of all staff or consultant(s) to be involved in the assignment, detailing previous relevant experience

6. A tentative workplan

7. Testimonials from references from previous similar assignments (at least 3)

The financial proposal must include the following:

1. Personnel costs

2. Travel Costs

3. Costs of other vendors where necessary (for instance design and production of communications materials, media rate cards etc)

Budget

Contract terms and conditions will be negotiated upon selection of the winning bidder for this TOR. The contract is subject to extension for next year depending on performance of the service provider.

The budget for this assignment ranges between GHS 20,000 to GHS 30,000. This covers only the personnel cost for all communications and visibility activities for the challenge. SNV will bear all other costs relating to the logistics and management of the challenge.

Cancelling this tender

GrEEn/SNV reserves the right to cancel this tender by email notification at any time. Further, GrEEn reserves the right not to issue a contract under this tender.
