Responsibilities and Tasks
Plan, implement and monitor activities of the Enabling Environment for Renewable Energy and Energy Efficiency Investment Unit of the NESP according to GIZ guidelines with a clear focus on achieving results
Activities will especially involve:
Supporting the Government of the Federal Republic of Nigeria in implementing energy efficiency strategies and action plans in cooperation with the relevant actors
Renewable Energy and Energy Efficiency technologies standards development, enforcement and capacity building with SON
Organisational development and market promotion support to RE/EE associations
Supporting with regards to developing streamlined import procedures for RE/EE equipment
Energy Efficiency project development in industries/buildings
Establishment of a One Stop Shop Investment platform on RE/EE together with the NIPC and relevant actors
Developing and implementing innovative access to finance opportunities with relevant stakeholders
Disciplinary responsibility for experts deployed in the unit
Planning and monitoring of budgets for the unit’s activities Coordination with the other components of NESP
Promoting cooperation and networking of institutions
Setting up cooperation arrangements with German and international private-sector companies (for innovative technical solutions, as suppliers and partners for local companies)
Planning and steering of consultancy assignments
Internal and external representation of the unit
General obligations
The Head of Unit:
Remains updated on policy developments in Nigeria that are of relevance for the implementation of the unit’s activities
Is familiar with the framework of cooperation with the European Union and the German Government under which the programme is implemented
Is familiar with all units of the programme, concepts and status of implementation and knows the corresponding experts and staff;
Represents the interest of the GIZ and the programme and always acts on its behalf.
Carries out important tasks for the programme, even if these are not explicitly cited in the job description; performs other duties and tasks at the request of the management.
Required qualifications, competences and experience
A university degree in the field of engineering (e.g. industrial, electrical etc.), energy management, international cooperation or development studies Knowledge on development and enforcement of standards, regulations or codes in the clean energy sector
Knowledge of innovative access to finance mechanisms
Knowledge of energy saving opportunities and energy monitoring techniques
Minimum of 5 years professional experience in renewable energy & energy efficiency and/or standards and quality control mechanisms
Knowledge on investment promotion especially on clean energy
Proven project management experience incl. staff and budget responsibility
Work experience on project implementation within GIZ or another international cooperation organization working in Africa
Excellent knowledge of national actors and institutionsin the sphere of RE and EE required (proven work experiences needed)
Excellent knowledge on federal, state, and other local laws, rules, policies, procedures and relevant codes applicable to renewable energy and energy efficiency;
Networking and stakeholder moderation skills
Other knowledge, additional competences
Fluency in English (speaking and writing); good knowledge of German is of added advantage
Excellent conceptual and organizational skills as well as moderation, presentation and communication skills in an intercultural context
Good working knowledge of Microsoft word, outlook, excel and power point

PROGRAMME
The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government and implemented jointly by Federal Ministry of Power, Works and Housing and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It aims at enabling and fostering investments in a domestic market for Renewable Energy (RE) and Energy Efficiency (EE) and improve access to electricity in Nigeria.
As part of the programme and in close collaboration with its public and private partners, the unit on enabling environment aims at strengthening quality delivery and control mechanisms to enhance the market environment for the application of and investments in RE and EE. This will include activities with the Federal Ministry Power, Federal Ministry of Works and Housing, the Federal Ministry of Industry, Trade and Investments, Federal Ministry of Finance, the Standards Organisation of Nigeria(SON), Nigerian Investment Promotion Commission, business associations as well as private sector participants.
