CONSULTANCY TO DEVELOP An ADVOCACY AND COMMUNICATION PLAN TO
PROMOTE CITIZEN VOICES IN THE ANTI-CORRUPTION AGENDA OF POLITICAL
PARTIES’ MANIFESTOES’
Objective
As part of the project implementation, GII and GACC are seeking to engage the services of a Consultant to develop “Advocacy and Communication Plan” to promote citizen voices in the anti-corruption agenda of political parties’ manifestoes’. Specifically, the plan is expected to:
1. Outline evidence-based practical strategies to influence the 2020 anti-corruption agenda of political parties manifestoes’ with citizen voices.
2. Promote the project outputs through the design of effective strategies for targeted stakeholders aligned with appropriate channels, tools and key messages.
Scope of the work
1. Undertake a comprehensive review of relevant documents
2. Hold an inception engagement with project partners (GII & GACC)
3. Submit an inception report with a detailed work plan outlining the approach to develop the advocacy and communication plan
4. Conduct consultative meetings/interview with relevant stakeholders to identify priority areas for advocacy and communication
5. Submit a draft advocacy and communication plan outlining:
a) Clear advocacy and communication objectives, activities and targeted stakeholders
b) Tailored message to communicate effectively with intended targeted stakeholder
c) Specify appropriate communication channels for targeted stakeholders
d) Estimated implementation budget
6. Present draft advocacy and communication plan to GII, GACC and key stakeholders for inputs at a validation meeting to be organised by project implementation partners
7. Provide the final advocacy and communication plan to GII and GACC
Expected Outputs and deliverables
1. Inception report and detailed work plan on the task
2. Draft Advocacy and Communication plan
3. Revise draft plan with inputs from the validation process
4. Final advocacy and communication plan presented to the project implementing partners
Expected Requirements of Applicants
The successful applicant should have at least 5 years’ relevant professional experience, including knowledge and work in governance space, especially in areas of anti-corruption and accountability.
The consultant shall possess at least a master’s degree in a relevant field.
Skills and Experience:
a) Deep knowledge on Ghana’s political landscape
b) Excellent communication and writing skills
c) Extensive work experience and proven record in advocacy, campaign, strategic management
d) Understanding of the role of communication in development
e) Proven track record in undertaking similar assessments
