Job Description
Objective
Conduct a scan and assessment of digital tools operational in Ghana and ICT4Ag strategies adopted by Ministries of Agriculture in other African countries and their applicability to MOFA’s Digital Agricultural Extension and Advisory Objectives. It will identify, analyze and document existing and potential ICTs, their strengths, weaknesses/challenges, and make recommendations for their integration into the DAASSP in Ghana.
Scope of work
Scan and assess digital tools for development now in operation in Ghana: The consultant will conduct a comprehensive scan of the various applications of digital tools to enhance the reach, effectiveness and efficiency of agricultural and health development. An inventory of existing applications will be gathered.
They will be assessed and analyzed from the perspective of their applicability to MoFA’s Agricultural Extension and Advisory objectives. The consultant will also analyze ICT4Ag strategies and plans adopted by Ministries of Agriculture in other African countries for replicability by MoFA.
The consultant will:
Participate in an orientation meeting with Farm Radio International (FRI) Knowledge Management Team
Draft, review and finalize guidelines/tools for conducting the scan and assessment (plan, documents review/data collection, analyses and reporting) in consultation with Farm Radio International
Review MOFA/DAES policy implementation on ICT use and e-extension component of e-Agriculture
Scan and assess existing and potential ICTs for Agricultural Extension service in Ghana
Analyze ICT4Ag strategies and plans adopted by Ministries of Agriculture in other African countries
Analyze, elaborate and report on findings from scan and assessment process based on the guidelines
Develop ICT strategy elements and recommendations for DAASSP development based on the findings.
Work closely with the FRI Knowledge Management Team throughout the process.

Methodology
Consultation and review of MOFA/DAES ICT Strategy and e-Agriculture implementation
Desktop review of existing and potential ICTs in Ghana applicable to agricultural extension services delivery
Desktop review of and analysis of ICT4Ag strategies and plans adopted by Ministries of Agriculture in other African countries
Consultations and interviews with relevant industry partners, programs and key stakeholder groups in the relevant ICT sectors.
Data analysis using appropriate methods
Scan and assessment reporting based on guidelines
Synthesis of recommended ICTs and advice on integration
NB. No distant and overnight travels are envisaged for this assignment and proposed
methodology.

Knowledge and experience in conducting research or similar assignments;
Familiarity with ICTs and agriculture extension context in Ghana;
Excellent analytical and assessment skills;
Excellent time management skills and ability to meet deadlines;
Ability to work collaboratively and to engage with stakeholders at a distance;
