Job Description

Task to be Performed

We anticipate that the assignment can be conducted remotely. No travel to Ghana is foreseen.

The firm or consortium of experts or the individual consultant will be tasked with the delivery of the following:
Prepare an inception report that outlines the approach to be taken to the assignment and outlines the deliverables to be produced (see also point 5, deliverables) Conduct an assessment of the opportunities for Ghanaian SMEs in the global carbon trading market (see also point 5, deliverables). This will include desk research, but also interviews or group discussions with relevant stakeholders and actors Develop training content and material (in PPT) to be used for trainings of GrEEn staff and stakeholders Conduct 3 separate virtual/remote trainings for GrEEn staff and stakeholders; provide brief report on trainings, to be integrated into summary report (see also point 5, deliverables) Assist up to 5 SMEs in applying for carbon trading and document their experiences, to be integrated into practical guide and summary report (see also point 5, deliverables) Develop practical guide/booklet/manual for SMEs interested in carbon trading Compile a summary report on the assignment, including recommendations for the GrEEn project (see also point 5, deliverables) For all reports and materials to be developed, draft and final versions, incorporating all comments from the GrEEn team and key stakeholders, are expected to be delivered.
Timeline and Estimated Level of Effect
The assignment is scheduled to start earliest by 1st of July 2021, and spread over a period of 3.5 to 4 months. Below is a summary of the key activities, as well as a tentative timeline and an estimated level of effort. Kickoff meeting with GrEEn - 1st July 2021 (0.5 day) Review of project documents - week of 1st of July (0.5 day) Inception report (draft and final versions) -1st to 15th of July (5 days) Assessment of the opportunities for Ghanaian SMEs in the global carbon trading market - 15th of July to 15th of August (6 days) 3 separate virtual/remote training sessions for GrEEn staff and relevant stakeholders (Accra, Kumasi and Takoradi) - August/September (6 days) Support application process for up to 5 SMEs - July to September (15 days) Compile practical guide/booklet/manual - August/September (6 days) Draft final summary report on assignment - Draft to be submitted by 20th of September (4 day) Integrate comments of GrEEn team and deliver final summary report on assignment - Final summary report to be submitted by 11th of October (2 days)

Deliverables

The following deliverables are expected from the consultant:
1. An inception report (report of max. 25 pages, excluding annexes), including
outline and agreed methodology for the assignment outline and agreed methodology for the desk study and initial research outline of trainings to be held for GrEEn staff and stakeholders steps to be undertaken by SMEs in application process and how each step will be supported
2. Assessment of the opportunities for Ghanaian SMEs in the global carbon trading market (report of max. 25 pages, excluding annexes), including among others
overview of global carbon trading markets and current trends overview of platforms and schemes that are suitable for SMEs good practices from other emerging economies, including China and other African countries assessment of Ghana’s regulatory and support framework assessment of the capacity of a variety of Ghanaian actors and stakeholders that could play a role in carbon trading assessment of potential and opportunities for Ghanaian SMEs to get involved in carbon trading
3. A PPT presentation to be used as part of the trainings for GrEEn staff and stakeholders

4. Guide/Booklet/Manual containing practical advice for Ghanaian SMEs interested in carbon trading
5. A summary report of the assignment (report of max. 25 pages, excluding annexes), including among others
insights and recommendations from training sessions insights/recommendations from support to application processes for selected SMEs recommendations for the GrEEn project
Qualifications

Requirement Experience and qualifications

The assignment can be undertaken by an individual or a team of up to 3 experts. Female experts are encouraged to apply.
The individual or team should (collectively) have the following qualifications, skills and experience:
Master’s degree or above in environmental sciences, economics, business administration or related field. At least 12 years of experience in the field of climate change, environment or renewable energy At least 8 years of experience in the field of emission trading; experience in providing policy advice and technical support to pilot and implement carbon emission trading Experience in working with SMEs in developing and emerging economies Experience in policy development; experience in providing advice and technical support for the formulation of national policies and regulations on climate change, carbon emission trading, greenhouse gas emission control, energy conservation and emission reduction related market mechanisms Knowledge on methodologies, technical procedures and guidelines of UNFCCC and IPCC; technical understanding of UNFCCC policies and guidelines and forest carbon markets Experience in training material development for SMEs Work experience in Africa, preferably Ghana Knowledge of carbon trading in emerging economies, including China or Latin America Excellent report-writing skills.

Application and Selection Process

Proposals must be submitted via email to ********** by 23:59 GMT on 31st of May 2021. Please include “GrEEn Carbon Trading” in the subject line.
Applicants should submit separate technical and financial proposals, in Word, Excel or pdf.

The technical proposal must include:

1. A summary of the individual’s or firm’s/group’s understanding of the assignment, together with comments or suggestions on the Terms of Reference that reflect the consortium’s or firm’s appreciation of the scope as well as potential challenges of the assignment

2. A description of the methodology to be applied: an outline of a strategy/plan for how the assignment will be approached and how the listed goals and deliverables will be accomplished
3. Description of the consortium’s or firm’s experience in conducting similar assignments

4. A description of the resources to be assigned to this project (total number of experts, roles in the assignment, number of days per person, etc.)

5. CVs of all experts to be involved in the assignment (including educational background, work experience and references)

6. A tentative work plan
7. At least 3 testimonials from previous clients

8. Examples of previous research, studies or assignments conducted in relation carbon trading (web links to reports preferred).

The financial proposal must include:

1. Personnel costs
2. Costs of logistics and communication as applicable.

The selection will be done based on value-for-money considerations. This also means that applicants are encouraged to highlight in their proposals how existing or on-going studies and knowledge accessible to stakeholders in Ghana can be leveraged on.
