Programme:
Jointly funded by the European Union and the German Government, GIZ is implementing the “Organised Crime: West African Response to Trafficking” (OCWAR-T) programme to support the Commission of the Economic Community of West African States (ECOWAS) and ECOWAS Member States and Mauritania in reducing Transnational Organised Crime (TOC) in the region.
For this purpose the project is strengthening structures, capacities and is improving knowledge.

Responsibilities and Tasks:
A. Overall Responsibilities
The Advisor will work under Component 1 “Criminal Investigation” of the programme. He/She will provide support to the ECOWAS Regional Security Division to foster information exchange and
build-up appropriate structures and capacities for intra-regional coordination and cooperation.
Specifically, the Advisor will:
Support the planning, implementation and follow-up of activities together with national and international partners as well as the reporting to the financial bearers of the programme and in close coordination with the Head of Component.
Maintain a good flow of communication and information between all involved institutions and counterparts.
Process technical aspects and further develop the area of responsibility in accordance with the specified quality standards.
Support the component’s knowledge management and internal/external communication.
Implement other day-to-day tasks of the component.
The specific tasks for the Advisor will be as follows:
B. Tasks
1. Task Overview
Plan, prepare, implement and document training measures, workshops, forums, and other project related activities to strengthen structures and capacities for intra-regional coordination and cooperation between Law Enforcement Agencies (LEA’s) and judiciaries.
Assist in managing the collaboration with the project implementation partners of the “Criminal Investigation” Component – the United Nations Office on Drugs and Crime (UNODC) and coordinating with the ECOWAS Commission, particularly the Regional Security Division as well as other relevant stakeholders at the regional and national level.
Carry out other activities required for implementing the component, such as developing concept notes and terms of reference, providing input to Technical Expert Groups and assist with other organizational and management issues.
Provide criminal investigation and prosecution specific knowhow on all related activities and assist in the strengthening and/or reform of the prosecutorial and judicial processes and relevant legislation in the region.
Ensure close coordination and cooperation with the other components of the project, particularly Component 3 “Trafficking in Persons” and Component 4 “Knowledge Base, Legal Foundations and Independent Oversight”

C. Required qualifications, competences and experience
Qualifications
Master’s degree in Law, Social Sciences, Political Sciences, Criminology, Security Sector Management or other relevant fields of study
Professional experience
Minimum of seven years relevant work experience in the security or criminal justice sector.
Work experience in or with regional organisations - particularly the ECOWAS Commission - is desirable.
Knowledge of project management instruments and procedures is required. Working experience within the development cooperation context is an advantage.
Experience with organizational and management advise.
Experience with mainstreaming of cross-cutting issues (such as human rights, compliance and gender) during project implementation.
Proven experience in managing and working with multi-disciplinary teams is required.
Other knowledge, additional competences
Excellent planning and organizing skills.
Good communication and interpersonal skills. Excellent networking skills with actors from various institutions and political levels; diplomatic skills in dealing with clients and partners.
Good language skills (spoken and written) in English is required. Working knowledge of French or Portuguese language is desirable.
Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
Ability to appreciate cultural and ethnic diversity.
Willingness to travel
Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
